It looks like both Inyo and Sierra NFs have updated their restrictions- Inyo has gone back to the tried and true "gas, jellied pertroleum, and pressurized liquid fuel" wording that has launched a thousand threads. Sierra is a bit more interesting as it appears to be worded in a manner that is indeed specifically limited to canisters ("portable lantern or stove using contained gas, or pressurized liquid fuel with a fuel shut off valve.")

I obviously don't know how this plays out in reality, but I figured it was worth posting here since this is one of the better threads on the practical implications of fire restrictions that I've seen for 2014.
As an aside, when people talk about e-mailing Inyo, is there an address on the website that I'm not seeing, or is that just talking about using the form on the "contact us" page? Even though the universal consensus seems to be that Esbit is tolerated, I wouldn't mind getting something in writing from them before I start my JMT trip, especially since Bob was able to get them to name it as an acceptable fuel.
I don't have Sierra N.F. at my fingertips, but I do have my dialog with Inyo N.F. from less than one month ago:
Sent by me:
"I am aware of the high fire risk this summer. I could use some clarification on your fire restrictions as they apply to backpackers. Although I do not use wood fires, I do use stoves that burn butane, alcohol, and Esbit fuel. What is legal and what is not?"
Reply by Inyo:
"Currently, we are not in restrictions, but I anticipate that changing in the next few weeks. When we are in restrictions, the esbit fuel is ok as well as any stove burning any fuel but wood that has an emergency shut-off valve.
