I’ve only been once and no fish camps. I don’t believe you will have a chance to fish outside of those camps. I suspect Philmont does not permit it.
There’s also not an excess of free time to go fishing even if you could.
This is a very interesting question. A simple google search found this flyer for the annual Philmont fly fishing invitational. https://www.philmontscoutranch.org/wp-content/uploads/2020/07/Fly-Fishing-Invitational.pdf. The folks that organize it would be good source of information.
You could try posting the question on other Philmont groups. For example, this one
If your itinerary has some layover days, you should have time to fish. If some of your backcountry camps are close to streams, it seems like you could fish in the late afternoon or evening if your crew gets at early start in the AM.
I myself would have appreciated supplementing the Philmont fare with some freshly caught fish.
There aren’t that many big streams to fish so I don’t know how good the trout fishing is in the North Country.
One of our regular crew members is an avid fisherman. He carries a Tenkara rod and tries his hand most afternoons (if we are near a stream) since we are usually in our next camp by noon. He is a “catch and release” while on regular treks since we don’t carry any fish cooking gear or have open fires. But when we were on an Autumn Adventure in the South Country, he and one other caught enough trout at Fish Camp to feed our group of 8.
