i’m looking for a way to close a head hole slot in a synthetic quilt that eliminates drafts but doesn’t pull at the fibers of clothes. Maybe omni tape?

Yes Omni tape. Does not grip as much as regular Velcro but for your application it will be perfect.
On the subject of omni tape strength, you can always double it back through a plastic loop lock. Â I do this on a lot of bags and it basically doubles the strength. Â Might not be best for this application though.
