Will my feet stay warm?

When you ask if it will work during the winter, sure, as long as you're moving. But if you're at 0*F and sedentary, then no, insulation from a wool sock & liner isn't enough, regardless of the use of VBL. For camp purposes you'd need a pair of down booties/mukluks, insulated overboots, or some such combination.

My feet would get cold if the fit was tight wearing so many layers.

Also, I have never successfully worn plastic bags on my feet for more than 15 minutes before they were destroyed.
