I’m looking at a winter sleeping bag and curious if you “size up” on the length, so that it’s easier to keep everything in there that you need to at night (batteries, shoe liners, water, etc.) so that it doesn’t freeze. I’m 5’5″ and could get a short bag (for up to 5’6″), but I’m wondering if I would be better off with a 6′ bag.

Maybe but I always size up on girth, but then a 66″ girth is tight on me even sleeping naked.
I would go with the bag that fits you height.
As far as boot liners in the bag go, I put them in a stuff sack and place them outside of my sleeping bag either under the foot box, beside me or near my head. Â In 30 years of winter camping I have rarely had to try to stuff my feet into frozen boots. Â Even then, they warm up and become flexible in no time.
Another option I do, is when I wake up, I wear down booties and put my warm sleeping bag over my boots to warm them while I make breakfast.
Ideally, I’d like to try out the short and regular, but I haven’t been able to find them locally anywhere. I’m right at the upper limit of the short bag. I’m around 5’5″ – 5’6″ and it goes up to 5’6″. I just called Mountain Hardwear and they recommended sizing up.
You should probably size up, go with the longer length. The length of bags can vary a bit, some size longer or shorter. But if you go for the shorter length and end up squiggled down in the bag and compressing it anywhere, that will be a cold spot. Better to fill excess space with clothes, filter, fuel, etc.
