    I have always used pads outside, easier to turn and move, the bivy moves with the bag.

    inside, with the caveat that you have a large enough bivy- if not, definitely outside

     

    inside = no slipping, getting off your pad, feels warmer

    I’ve used them inside, but I don’t use bivys too often. I guess maybe I could have said “both” since sometimes I use an inflatable in the bivy and have that on top of a foam pad on the ground/snow.

    recently I was on a backcountry elk hunt using a bivy, was perched on a small ledge about a 1000’ above a drainage I wanted to glass at daylight; there were some really severe winds and if my inflatable had been underneath the bivy- could have easily ended up a 1000’ below :)
