As above, for a value garment with not too much insulation it’s hard to beat the old M-65 Field jacket liner. I have added buttons inside my ski parka for the very cold days but I also have one I use as a vest by simply cutting the sleeves off.
It has to be really cold for me to need a shelled synthetic in conjunction with a fleece but a LW vest is a different matter
