We are planning to access the "Roadless" area of the Wind River Range this summer from the west. Is it possible to buy permits for the Indian Reservations side of the Winds without traveling to Lander? Online? Mail?. We will only pass thru the Reservation area for about 10 miles or so, for a night if at all. So, secondly, what are the consequenses of not getting a permit if we have to drive all the way to Lander, and what are the chances of being discovered a mile or two from the western boundry of the Reservation? I am not really trying to be a cheapskate or deprive the crew of their permit money, but I would like a bit less hassle in actually paying it.
Thanks

Not sure how much help I will be but I can tell you that you are looking for a Wind River Reservation Tribal Fishing License. Yes, even if you are not fishing. The fishing license is an access permit.

The permit reads (on my 2011 license) "You must have a Tribal Fishing License for each day or any part of a day that you are on the designated areas of the Wind River Indian Reservation, whether you fish or not. A day starts at 12:01 am and ends at midnight."

I got my permit in-person at a small town north of Lander, which does not help you. The permit does not have useful information such as a website or an address. I strongly suspect, but don't know for a fact, that the permits are widely available in Jackson or at say, Ridley's or the Great Outdoor Shop in Pinedale.

Thanks John
I called the Great Outdoor Shop and they have the permits. This opens up a whole new world in the Winds. He did jokingly say that he did not have any permits today (Dec 30)!

Glad that I was able to help a little. The Great Outdoor Shop is a nice little store that caters primarily to hikers and backpackers. Nice people there. Ridley's has everything–groceries, deli, hardware, some camping items. I have picked up Wyoming fishing licenses there, also. FWIW the USFS office is next door to Ridley's, not easy to see from the highway.

Out of curiosity are they able to send the Permit by mail or do you plan to pick it up at the last minute?

The permits are in store only.
I have been to the store, it is hard to get out of without a bag full of stuff.
