Does anyone have experience with the z-packs stick on loop cuben patches (http://zpacks.com/accessories/tape.shtml)? Would the heavy duty version be ok for additional perimeter tie outs on a tarp or are they really only ok for hanging bug nets and the like?

No.
The bonding strength exceeds the strength of the existing stitch holding the grosgrain loop to the patch. By default.
You don't have to trust me – just call Joe @ Zpacks.Adding another stitch can not improve the patch strength-wise.
However, depending on the topology and the quality of your sewing, adding a stitch may actually weaken the whole thing. -
