Does anyone know of a spray (maybe like the nikwax gear proofer) that is able to become waterproof and non breathable, but then also be able to wash off with alcohol or chemicals? I am thinking of getting a wind shirt and making it in to VB for the winter

I recall seeing a bottle of oilskin / oilcloth treatment in the clothing section of Cabela's once. Might want to do a search on that. I would, but I'm lazy tonight ;-)
