Per the Boulder ranger district, Arapaho pass was not doable due to snow as of July 2. Does anyone know if by July 20-21 it should be OK? Is this a tricky pass to negotiate?

Two weeks makes a big difference. :)
If you look at my trip report, you will see the both passes are very hikable.
At least from above, Diamond Lake looked to be snow free. Add another week, even more so.
Both passes are non-technical and on trail.
