Montbell dynamo hoodie. Big hood but highly adjustable, super tight, hi-thread count weave that blocks wind very effectively but doesn't feel clammy, and even resists a moderate drizzle quite well.
Whoaaa, dude… 2 suggestions:
1. A velcro dot on the top/front of the beanie, with a matching one inside the hood;
2. Rig up a bungee cord that attaches on either side of the jacket, and runs under your chin to tighten the fit without strangling you.
