I know there are materials out there that are just waterproof, but are there ones that are like DWR or are water resistant without relying on the DWR coating?

Basically what I am trying to do is something like Paramo where I have a water resistant layer on the outside and a fleece like layer on the inside. I have been using my Momentum wind jacket along with an R2 for 25-45F when it is windy, wet and cold outside and it has worked pretty good.

I have a wind shirt made out of early Momentum (90MR?) from about 6-7 years ago and the DWR seems to have held up pretty good over the years but I don't if that is inherent on the fabric or the finish.

Sorry this is all disjointed.
