I am looking for of a bit of an odd thing. I would like something that would do as amny of these as possible,

1. I can use as a wind shirt over my R2 or as a layer under it.
2. I can use in the summer to cover my arms form the sun and keep out bugs. Breathability would be nice.
3. That I can wear at work. I work IT at the University of Illinois UC library and often have to go to different departments in and old building so it would be over a T and would add a little warmth for the winter time. Would have to be of a solid color with no big logos and durable on the lower arms because of the typing in office chairs.
4. Cheap, not really looking to spend over $60 for this.

It would be great to find a wind jacket or shirt that did this but most of the breathable ones don't seem to be that durable or cheap. What options do I have?

I saw some Patagonia Houdinis on sale for around $60 in an REI store last weekend.

A Patagonia Houdini would fit all of your criteria except summer bug protection. It's not breathable enough for that. But, honestly, a thin long-sleeve shirt or a t-shirt with bug spray are going to be better options than ANY jacket when it's hot.

All of your other requirements basically mean looking for lightweight warmth. The Patagonia styling would be suitable for the around-town and office stuff. Retail is $99, but you can find them on sale for $70.

If you don't want a hood, the Patagonia Nine Trails would be a good option. Same thing, no hood. There are close-outs around on the gray on gray version.

If you want something with a little warmth, the Marmot DriClime windshirt would be an option. It's an ultralight Pertex nylon ripstop fabric with a very thin fleecy liner. No hood. Fantastic over a short sleeve t-shirt. super comfortable over bare arms. I don't like it over a thicker fleece like your R2. Between the liner and the shell fabric, it's probably about the same warmth as a 100 wt fleece, but very windproof and water resistant (for a little while).

What size? I have a medium black hoodless windshirt from sierra designs that I never use because I prefer hoods. It's super breathable and comfortable compared to a lot of other jackets. And it looks pretty casual imo. If you are interested send me a pm and I'll send you pics. I'll let it go for 20 bucks.

however, I agree that windshirts in summer are going to be super warm. If you're only going to be wearing them temporarily, then not a big deal, but I could never tolerate hiking in 80+ degree weather in a windshirt for any length of time.

I only plan on wearing it in the summer for only a few hours max and only for bugs and the sun if it is really harsh. I am an XLY so it is more like XXL or XL maybe
