Thru-hiker has the Whitney kit: http://thru-hiker.com/kits/whitney_kit.php

A vest can be made by simply not using the arms.

Alternatively Quest has several vest patterns, though none specifically for down: http://www.questoutfitters.com/patterns-vest-cart.htm#Vest%20Patterns

If she wants to use a vest pattern that is not specifically for down, (I made my own pattern) you just need to determine the amount of loft desired and ensure that the inner lining is less length in what will be the circumference around the jacket than the shell by the desired loft amount. I used the same baffle concepts as many of the MYOG quilts/sleeping bags.

If you need a vest as well you could probably come pretty close to two vests if you order the whitney jacket with overstuff option, and extra material for your shell and liner.

    Good luck
