is it possible to remove without damaging the fabric and seams, and then re-apply?

Some of it peels off because it never stuck well in the first place. Rub with thumb.
But if it has stuck well, no. But then, why would you want to?

Yes, it's possible. I removed about 50% from a Tarptent DR that had old sealant, some was starting to flake.

I used 90% rubbing alcohol and a lot of elbow grease to get it off. If the sealant is very new, you may not have a lot of luck though. With older stuff, the isopropyl(which is actually a mild abrasive) plus the constant rubbing motion will cause it to unstick and start to flake. Eventually, you will get it all off.

Try it out, the rubbing alcohol doesn't harm the tent anyway.
