I am looking for a used pack for my son who has a 14" torso and he is 11 – what would you recommend?

You might look for a Deuter Fox 30. A little overbuilt IMO (which is why it weighs ~2.5#) but plenty durable and has a torso length adjustable from 10"-17", so plenty of growing room. My daughter has one–works well.
Go try on an Osprey Talon 44 in size small. I got my 9yo son a s/m, he's about the same size, and it's about a 1/2" too big when it's set to the shortest torso setting. Lots of room to grow into, and only 38oz. With the adjustable range of the torso, it should last well into high school.
