It looks similar to the buckles Metolius uses on their crashpads and other gear. Example here
If Alpkit aren’t willing to tell you their source, perhaps Metolius might?

A random google search using crashpad buckle turned this up:

ITW also makes something like this for 1" webbing, they're called "G-Hooks". You may be able to find those in larger quantities.
