You can download FREE high quality pdf’s of standard 1:24,000 quads from the USGS Store — yes, you can also order paper copies there as well.

There’s supposed to be a good topo map store in Santa Monica, at least that’s what my friends on the West side tell me. I haven’t checked it out myself. I think it’s California Map and Travel Center – Santa Monica CA

Distant Lands in Pasadena has some topo maps I believe. I’m not sure what kind of stock they have.

I have heard of Desert Map and Aerial – Palm Desert CA. If you’re ever out in Palm Springs to climb San Jacinto, it might be worth a look.

I know the the adventure 16 stores have topo maps in San Diego area they have a Los Angeles store also.

"California Map and Travel Center" Sadly, i think they're closed too.

I've thrown in the towel and order directly from USGS if I can't find the map I want from REI or A16.
Printing them at 1:1 from pdf works for small areas.
