It is not really the size of the bird, but why should they shed ANY down for your convenience? Yep, very cold climate, small wild birds, so not a lot of down to shed.
The down which gets collected is the stuff the bird uses to line the nest. People go around looking for the nests at the end of the breeding season, and carefully collect the down. You can imagine the cost of doing this!

From what I have read Eider down is gathered from the nests as you do not have to kill the bird to aquire the down.
