as fleece is robust for use under rucsac straps, it seems strange no makes a jacket with fleece body (perhaps windpro style membrane free wind-resistant fleece) but synthetic wadding/nylon shell arms.
However, MYOG or partial MYOG seems simple.

I think the north face makes a jacket like you describe, but synthetic insulation body and fleece arms… I cant seem to find it right now tho.
Isn't this sort of what the Patagonia Los Lobos is?
generally syn is going to give you more warmth/loft than fleece- so having more warmth in the arms, but not in the core seems a little counterintuitive to me. fleece does generally breathe better than syn however- so on the move a fleece garment might be the better choice
the Patagonia Los Lobos is heavier fleece for the core and a more breathable (lighter fabric) in the arms- kind of like layering a vest over a base layer, a good idea, but I think I'd rather have the flexibility of an actual vest (that can be added or removed) and a base layer vs having it in one garment
here is one I was thinking of
1) I was assuming the arm wadding would be selected to match the fleeece body insulation properties: eg the 40/60 g Primaloft used in fleece equivalent jackets
like rab generator / bergaus infinity etc
2) the marmot is the inverse of what I was suggesting
3) the patagonia just appears to be a fleece jacket
