Should these have a cord lock or be pre-tightened?

My vote would be for a micro 0.5g sewn-in cord lock w/ 1/16" 1.5g/m shock-cordage = should add about 1g to the weight total and would be well worth it. Make sure there is enough "tail" to be able to hitch the ends of the cordage together or to other things.

Would it be useful to add a non-insulated 'sleeve' at the top of the mitts to ensure they stay over or under jacket sleeves?

I could certainly do that. Make them 2" longer with that section uninsulated. It'll add some weight though. I wouldn't want to shorten the insulated part though.

As to the sewn-in cordlock thing, aye, it's already got the tiny shock cord, I can add the cordlocks like the eVent/Cuben mitts.
