OK, a little background. I'm mostly into bike touring, but I recently purchased an Alpacka packraft and so I'm trying to lighten my kit to allow for packrafting and bikerafting trips. The two obvious targets are my tent and sleeping bag. I'm looking at tipi style tents and down bags/quilts. I'm worried about getting the down wet if an edge/foot/hood slips off my sleeping pad while camping on wet ground. Is this likely to be an issue? Will it be more of an issue with a quilt than a bag? Would I need to bring some sort of ground cloth to spread under my sleeping pad?

I personally would want a ground cloth, this can be something as simple as a piece of painter's plastic or a piece of tyvek. You could probally get by without it, but I like having a ground cloth to lay down over already wet/muddy ground.
Ike, go to a hardware store and purchase the thinnest plastic 9'x12' painter's drop cloth. When you get that home, cut it in half. Now you have two 9'x6' ground sheets. Very lightweight. Pretty cheap. Very compact.

+3 you will want a ground cloth. Painters drop clothing works well. I generally recommend the 2mil thickness, I wore 1mil out very quickly. My preference is the polycro ground sheets from gossamer gear which is pretty much the same material as shrink plastic that in window insulation kits.
