I'm familiar with the Anti Gravity Gear silnylon jacket, the Equinox Gazelle anorak, and the Packa. Are any other manufacturers offering rain jackets in silnylon? I've heard rumors that at least one company makes a silnylon jacket for cycling, but I haven't found it. Anyone aware of any other options?

I don't know any other companies that make a silnylon rain jacket. I made myself a silnylon pullover for cycling though. My arms get very sweaty with it. The torso vents very well, but a backpack will not allow air to circulate in the arm area. Some type of vent is needed. Either a forearm or pit vent. For reference the jacket I made weighs 85g (3oz). I really like the bright yellow color for road cycling.

If fabric is totally waterproof like silnylon, to minimize condensation, a poncho might work. Especially if it could go over the top of a backpack. You need a lot of ventilation. If it's windy this won't work real well.

The Packa is not silnylon. It is made from 33D nylon ripstop 1200mm Sil/PU fabric. This is the same fabric Big Agnes uses on their UL tents. Although it behaves like silnylon, it is different. The polyurethane allows it to be seam taped. I also have a new shipment of eVent Packas due to arrive next week.
