Looking to make some headwear for a very arid hike I'm doing over my X-mas break where water conservation is a premium.

It will likely be extremely windy at times, so I don't want anything that will billow around or be useless in consistent wind.

I want full sun protection for my face and neck, plus protection if I need it for my face from blowing sand/dust and dessicating wind. Also the option to keep my mouth lightly covered so I can breathe more humid air.

Right now, I'm thinking about getting some light breathable fabric and making a light wrap around my head and neck, and holding it in place with a visor.

where are you going?
I have hiked in the desert many times as i am from new mexico. my prefered wear in a bandanna, many uses. of course it doesn't meet what you are looking for, but a bandanna with a wicking baseball style hat or even a visor should be pretty sweet

It may be too "billowy", but a visor with bandana does exist commercially — billibandana.com.

Yeah, I think the OR sun runner cap with a bandana for the front of your face if you need it.
