CS, I have quite a bit of gear made by 3F UL. I like all of it, but it’s all shelter or shelter-related. I think 3F UL has been making tarps and tents for a decade or so. They got into packs only recently. I would be hesitant to buy a pack, not so much for fear of poor quality, but more because a) you can’t easily return it to China, and b) satisfaction with a pack relies to such a great degree on how it fits your body, which is impossible to know until you’ve worn it on at least one hike with a realistic load inside.
You could save some money buying a 3F UL shelter and spend it on a pack you can actually try on and test out.
