There are a lot of nuances to a good 20 degree bag. The last thing you need is a zipper that jams continually or drafty or leaky seams.
A stuff sack is a good first project. A tent second. A pack or a sleeping bag third. In my opinion anyway.
I don't know what your financial situation is, but if you can afford it, I don't think you'd be disappointed with a Western Mountaineering Alpinlite, or Ultralite. These are both high quality true 20 degree bags.
I have never made a sleeping bag/quilt so take my thoughts with a grain of salt.
It seems a synthetic quilt would be a really easy MYOG project. Down quilt would be orders of magnitude more difficult. And either of those as a sleeping bag rather than a quilt would be more challenging. A 20 degree synthetic quilt might be too bulky for what you are looking for. But it should be relatively easy and cheap to make.
That being said, I like down rather than synthetic. I have a WM UltraLite and love it.
