What is the history behind that thing and why do I see it in a bunch of different places? It just looks very oddly shaped and ineffecient when it comes to boiling water.

The shape is down to it fitting a 58 Pattern water bottle (you can also buy a plastic drinking cup to cover the top half of the bottle) inside. They are so common because of price and being armed forces issue. Bushcrafters, in particular, seem very fond of them and you can find various home-made lids and hangers for Crusaders popping up on relevant forum discussions.
For anyone looking for an ultralight option the Crusader makes a bit less sense, as they are quite heavy and lack a lid as standard, plus ultralight hikers tend not to carry the weighty 58 Pattern bottle.
