Should these fit kind of snug in the legs? I got a small based on the sizing chart but I'm wondering if maybe my legs are more muscular than the pants normally allow for resulting in a tighter fit in the leg area. The waist is perfect.

My Rab Bergen eVENT pants have a similar fit as you described, but my Cocoon Pro 60 Size Zip Pants fit nicely and fairly loose. You may want to get the next size up if it's bothering you as it will likely continue to bother you when you need comfort the most.
