I'm looking for a waterproof mitt shell (just a shell). I'm considering the OR Endeavor. Do you know if this is a good one? If you know of another mitt, please let me know. I'm wanting to watch my budget, but I definitely want a mitt shell that's truly waterproof.

Depends what you are looking for. The Endeavor is a reasonably durable mitt from a backpacking perspective (I think it would get thrashed climbing). Dexterity is so/so. If you wear it with liners you will want to do something to give you more friction on the inside. A similar option is the REI Taped Mitten are a bit cheaper… but I don’t like them as much because they have even less dexterity.. maybe because the seam seals are stiffer.
If you are looking to minimal weight and don’t need durability then the MLD eVENT mitts might be better choice.
As Andy Kirkpatrick points out in The Truth about Gloves… you don’t really want waterproof, and even if you do, everything will fail because there are these large holes that you put you hands in which let water in.

Thank you for your input. I appreciate it.
I'm looking for a "waterproof" shell mitt for hiking/backpacking, both day hikes and longer treks. Based on that, which of the mitts that you recommended would you recommend given that input?
