Try TAP Plastics. They have several diameters and wall thicknesses. Perhaps one of their Tube Guard tubes would work. I use one for my CF tent poles. Light and works just fine. Also comes in various colors.

tap plastics looks like a good source.
however, have you considered cardboard?
i use a cardboard tube, one that came free with a sales poster.
my 17" tube with end caps, and duct tape around the bottom cap, weighs 2 oz (postal, spring-type scale).
i have used the same tube for 2 years. i fish all the time, and pack the tube into my backpack (ray-way, no frame at all) so it's not like i haven't put the cardboard to the test. i wrap my rod in a cotton bandanna before i put it into the tube, this keeps it quiet. i also use the bandanna to dry my feet/hands after fishing.

I'm not sure what you're talking about that BPL doesn't stock the 2 X 24" rod case, I just checked and they indicate they are in stock.
