Olympic Pennisula in November or March?

Average temps at the Elwa Ranger station look encouraging, not too cold. I'm thinking I might hike up the Hoh as far as I can then float back down.

I go pretty much every year. Usually December to February though.

The Olympic Peninsula is very rainy. I watch the weather reports and find a less rainy period. You can easily have a month period of raining all the time, then there'll be a week not so bad. This may not be consistent with your schedule.

The northeast side of the Olympics is in the rain shadow. Much less rain. If it's real rainy on the west side, I'll go there sometimes. Still rainy though. But I can't think of packraftable rivers there (because it rains less?)

I really like going up the beach, like from Rialto Beach to Ozette, but that's not packrafting.

I can't help you with the temps during those times but wanted to weigh in regarding river flow and hazards. I was just on the OP this past week and specifically checked out the Hoh (hiking not pack rafting). Like the rest of the west coast they are experiencing a significant drought which was preceded by a period of high run off in 2014 which generated lots of new and dangerous strainers, etc. According to a local, this is the lowest river flows he's seen in his 60 years on the OP. I'm not saying it's a deal breaker but I'd encourage you to do your homework regarding flows and hazards if you plan to pack raft the river this November.

I'm going there in a week, not sure just where, day hiking. How was hiking up the Hoh?

Well I looked at the water levels in late November and boy of boy do they fluctuate a lot, average around 3000 but last year its was up to 20,000 I think I'll be calling and trying to talk to a backcountry ranger to get their perspective. If I can get a cheap ticket I'll probably just go for it, worst case scenario I can always explore the beaches.

Word on the street was the fly fishing guides were worried about low flows and strainers. Could be dicey with a pack raft. Good call regarding calling the rangers. The few sections I saw looked good but I was on foot. They'll hopefully give you some good beta. Safe travels.

Jerry – the Hoh trail is super cool. We didn't get far but we did run across a banana slug at dusk. :) Enjoy the hike.
