app or program to edit photos

I am doing very basic photography with a Canon point-and-shoot, then uploading to the web to share with family and friends. Once in a while, I'd like to draw on a photo, place an arrow, circle something, even put a caption. What app or program do people like to use?

Android tablet, Windows lap-top. Used interchangeably, everything then uploaded to Google Photos or Drive.

Diane,

If your laptop is running Windows 7 or later you can use the inbuilt "Snipping tool" to easily capture and annotate a portion of your screen.

Simply hit the windows key, start typing "snipping tool" select it from search results, click "New", drag rectangle around desired capture, annotate, save, done.

The "paint" program that comes with PCs does that. "open with"

I ignore people laughing at me for using such a basic program

Does anyone use Google Photos? Is there a way to make a caption on it, or do you have to do all that on your computer/tablet, then upload it? I have Picasa on my big PC, and used to do captions there, but can't figure out how to do thata in Windows Pictures.
