What is the proper procedure and forum for initiating a PIF offer?

Your stuff, your terms as how you want to give away. I've always liked the asking the recipient to PIF as well.

Thanks guys. I now know enough to sally forth and be a force for good in this bad old world. For a change. And PIF in return for a good turn done to me by a fellow BPLer who'd be embarrassed if I named him. So I won't. :)
