In a skimo race you are typically skinning up at maximum output and don’t want to be wearing much, but when you ski back down you go very fast with minimal exertion and want the wind pants over your more breathable pants. You end up taking them on and off a lot, so to make that more efficient you can stuff the pants into the pocket and clip the webbing around your waist when not wearing and transition without taking off your pack.
Definitely a niche use case but when I’m moving fast in the backcountry through rolling terrain or on a route that is switching back and forth between the sunny, lee side of a ridge and a shaded, windy side I find a similar need to adjust layers frequently and efficiently.
Of course clothing gets a lot simpler when I just keep my output lower but sometimes it’s really fun to move fast! :)
