What time does SAC change their deals?

Does Steep and Cheap change their deal at a fixed time daily, or is it truly they wait untill it's all gone then switch?

A new item comes up whenever the previous one sells out. I'm pretty sure there is always a new item at midnight though, regardless of if the previous item was sold out.
They also have Gear Storm days, where they have a certain number of items to sell and put them up on a different schedule to get through them all.
Maybe I spend too much time there. Fortunately the same does not hold true for money.

Sometimes they dont wait. I see the identical item appear more than once in a day. (each deal pops up on my taskbar).
I spend way too much there, SAC gifts for everyone this year..
